Why this matters

In California, no Qualified Manager means no operation.

Every PPO license must name a person in active charge of the business — the Qualified Manager. Lose that person and you cannot legally operate. Since AB1244 took effect in 2024, qualifying has gotten materially harder, and for a company already running, a QM gap isn't a paperwork delay. It's a shutdown.
